Before the Flood a mist rose up from the earth and watered it. Post Flood water comes by rain (and rivers) to water the ground. But the rain is intermittent or overwhelming or not at all in various parts of the earth. This reflects the corruption of the earth post Fall of Mankind. The rainbow is a symbol that God will no longer Flood the earth with water.

Gen 3:17 ...hast eaten of the tree, of which I commanded thee, saying, Thou shalt not eat of it: cursed is the ground for thy sake; in sorrow shalt thou eat of it all the days of thy life;..
Gen 9:13 I do set my bow in the cloud, and it shall be for a token of a covenant between me and the earth.14 And it shall come to pass, when I bring a cloud over the earth, that the bow shall be seen in the cloud:15 And I will remember my covenant, which is between me and you and every living creature of all flesh; and the waters shall no more become a flood to destroy all flesh." KJV
